2008 was the first year that, due to increasing numbers of interested countries, the idea of 2 semi finals, the week before the Contest proper, was used. The top 9 scorers with televoting in each semi qualified, with the 10th qualifier being the highest remaining scorer with the juries.

• When? Saturday 24th May, 2008.
• Who? The presenters were Jovana Janković & Željko Joksimović.
• Winner? Russia won, represented by Dima Bilan with the song Believe.

The Semis

In 2008 , 2 live qualifiers were held before the Eurovision Contest itself. In these semi finals, all the countries except the 'Big 4' and the hosts, Serbia, competed for the remaining 20 places in the final. Countries voted in their own semi, but the 5 finalists were required to vote in 1 semi, decided by a draw. The top 10s weee announced in random order, the top 9 decided by the televotes, and the final qualifier was the entry with the next highest score from the jury votes.
